The mitigation of peak-valley difference and transient power fluctuation are both great significance to the economy stability grid. This paper proposes a novel vehicle-to-grid behavior management method that can provide peak-shaving fast balancing service grid simultaneously. Firstly, multi-time scale framework is designed enable large-scale optimization real-time control at same time in scheduling. Then, requirement modeled as an problem centralized V2G state coordinator, where charging all grid-connected electric vehicles be synergistically scheduled. variable group signals respond requirements. Further, controller manage vehicle real based on sampled frequency discrete signals. In developed scheduling method, scheduled by cooperation between coordinator controller. effectiveness proposed methodologies verified microgrid system, results indicate achieve balancing. work bring dual benefits, enabling system operators use cheap solutions energy networks allowing owners gain profits from providing services
